Balikpapan – PT Pertamina Hulu Indonesia (PHI) and the East Kalimantan High Prosecutor’s Office/Kejaksaan Tinggi Kalimantan Timur (Kejati Kaltim) officially signed a Cooperation Agreement in the field of Civil and State Administrative Law at an event held in Balikpapan, East Kalimantan, on Monday (December 8, 2025). The Cooperation Agreement was signed directly by PHI President Director Sunaryanto and Head of Kejati Kaltim, Dr. Supardi, S.H., M.H.
The signing of this Cooperation Agreement represents strategic collaboration between PHI and Kejati Kaltim to protect state-owned land assets and ensure the sustainability of upstream oil and gas operations by resolving land-related issues within the Company’s working areas. This step is intended to prevent civil disputes, safeguard state interests, and ensure that upstream oil and gas business activities, as a strategic industry, are carried out in accordance with prevailing laws and regulations.
PHI President Director Sunaryanto stated that the signing of this Cooperation Agreement is a significant step toward supporting the Company's smooth operations. “This cooperation is expected to provide benefits in protecting upstream oil and gas activities and ensuring that all upstream oil and gas operations are carried out in compliance with regulations and free from potential legal issues,” he said.
Anto, as Sunaryanto is familiarly known, explained that PHI applies the principles of Good Corporate Governance (GCG) in managing investment projects and upstream oil and gas operational activities to ensure compliance and success. “This Cooperation Agreement marks a good beginning for the Company and upstream oil and gas investments so that they can continue to deliver added value to the community and all stakeholders, particularly in East Kalimantan,” he expressed.
A similar spirit was conveyed by the Head of Kejati Kaltim, Dr. Supardi, S.H., M.H., who emphasized that this cooperation aims to support increased national oil and gas production while ensuring that all activities are carried out in accordance with applicable laws and regulations. “The Prosecutor’s Office will maximize its legal assistance function to protect state assets and ensure that strategic programs run safely and deliver benefits for the nation’s interests,” he said. Through this collaboration, Kejati Kaltim hopes to strengthen governance, protect state interests and assets, and encourage sustainable national development.
This Cooperation Agreement reaffirms the commitment of PHI and Kejati Kaltim to safeguarding state-owned assets and supporting the continuity of upstream oil and gas operations to strengthen national energy security, in line with the Government’s Asta Cita on energy self-sufficiency.
PHI, together with its subsidiaries and affiliates, including PT Pertamina Hulu Mahakam (PHM), PT Pertamina Hulu Kalimantan Timur (PHKT), PT Pertamina Hulu Sanga Sanga (PHSS), and PT Pertamina EP (PEP), carries the mandate as the operator of upstream oil and gas working areas in Kalimantan. In addition to focusing on achieving production targets, PHI also strives to maintain the sustainability of oil and gas operations and production amid evolving social, legal, and spatial planning dynamics.
One of the main challenges faced by PHI and its subsidiaries and affiliates is the management of state-owned land assets. Complex land-related issues have the potential to hinder, or even halt, the Company’s operations. Therefore, legal certainty is a fundamental and urgent necessity to ensure the continuity of the Company’s oil and gas operations and production, which are essential in supporting national energy security.
Based on field conditions, several state-owned land assets managed by the PHI Group are currently occupied by communities or other industrial entities, despite the land being legally designated as state-owned. This situation has the potential to disrupt the smooth operation of upstream oil and gas production, create legal risks, and threaten the certainty of state asset management.
Through strengthened synergy, intensive coordination, and continuous legal assistance from Kejati Kaltim, various land-related issues are expected to be handled more effectively and in a more measured manner. This collaboration not only helps resolve issues related to land control and utilization but also reinforces efforts to protect state-owned assets sustainably.
In addition to PHI, on the same occasion, Kejati Kaltim also signed a Cooperation Agreement with PT Pertamina Patra Niaga.
