Sangasanga, East Kalimantan – PT Pertamina Hulu Indonesia (PHI) implemented the Full Cycle Observation (FCO) Program as a strategic initiative to enhance the company's safety performance by reducing incidents, eliminating recurring hazards, and fostering a culture of discipline and accountability in the workplace. The program, launched in early October 2025, was a long-term initiative introduced by the Director of Development and Production of Pertamina's Upstream Subholding (SHU) to strengthen operational safety and efficiency.
As part of the program, the FCO Team, comprising workers from various regions and zones within Pertamina's Upstream Subholding, conducted direct field observations at four rig units in the Sangasanga Field, operated by PHI's affiliate, PT Pertamina EP (PEP) Sangasanga Field. The team observed procedures, worker competencies, and equipment conditions to ensure that all activities were carried out safely, securely, and reliably.
Sanga Sanga Field Senior Manager, Sigid Setiawan, welcomed the implementation of the program at Sangasanga. "In FCO, the involvement of 'external eyes' played a key role in identifying unsafe acts or conditions," he explained. As Field Manager, Sigid authorized additional time for critical and high-risk corrective actions before continuing operations to eliminate potential incidents.
Since its introduction on February 15, 2023, the program has proven effective in reducing incident rates, addressing recurring hazards, and reinforcing safety discipline across the organization. "The implementation of FCO brought a significant positive impact. Based on data collected since 2024 within SHU Pertamina, the program contributed to reducing Non-Productive Time (NPT), maintaining team morale and confidence, and supporting the continuity of oil and gas production," he added.
Inspection recommendations derived from Well Intervention activities since 2024 showed marked improvements in safety practices across operations. Minor findings, such as walkway and grating repairs, became part of ongoing efforts to maintain high safety standards and keep facilities in optimal condition. The use of barricades and safety lines was also strengthened to minimize risks during high-pressure operations.
Interestingly, several positive practices were identified during the FCO, which served as examples for other operational areas. These included the use of headscarves to protect workers from direct sunlight, the installation of guyline covers to prevent tripping, and well-organized housekeeping. "These findings reflected a growing culture of safety and care for a safe and comfortable work environment across all operational lines," Sigid noted.
The successful implementation of FCO in Sangasanga Field became a strong example for other oil and gas fields across Kalimantan.
"As part of our continuous commitment to safety, the implementation of FCO and the presence of the FCO Team were expected to provide new perspectives on safety and operational efficiency at PHI Regional 3 Kalimantan," he concluded.
PHI's safety improvement efforts through FCO were an important part of the company's journey to sustain oil and gas production and support national energy security, aligning with the government's Asta Cita vision of energy self-sufficiency.
