Tarakan – PT Pertamina Hulu Indonesia (PHI) supports a Focus Group Discussion (FGD) initiated by the Special Task Force for Upstream Oil and Gas Business Activities (SKK Migas) Kalimantan Sulawesi (Kalsul). Entitled Utilization and Handling of Upstream Oil and Gas State Asset (BMN) Problems in the North Kalimantan Region, in Tarakan (26/09). The FGD is supported by Cooperation Contract Contractors (KKKS) in the North Kalimantan region, PT Pertamina Hulu Indonesia, PT Medco E&P Tarakan, and JOB Pertamina-Medco E&P Simenggaris.
The FGD held to gain an understanding of the mechanism for the use of Upstream Oil and Gas BMN, encourage the utilization and security of Upstream Oil and Gas BMN by applying the rules and regulations, and improve coordination with relevant stakeholders to secure the use of Upstream Oil and Gas BMN. The management of BMN Hulu Migas includes land, capital asset, inventory asset, inventory materials, production waste, and operation waste.
In his remarks when opening the event, Senior Manager of Public Relations of SKK Migas, Representative of Kalsul Wisnu Wardhana, said that North Kalimantan province is one of the provinces experiencing growth, both in terms of economy, social demographics, and infrastructure development. Of course, this development activity requires additional spaces, and the arrangement of various pre-existing assets, both government-owned, private and individually owned.
On the one hand, sustainable development is a good thing that needs to support together. However, on the other hand, various upstream oil and gas BMN assets and other government assets are included in the National Vital Objects category and are vital in supporting state revenues through the APBN and APBD.
Wisnu added: this FGD will be an open and constructive discussion space so that all parties can synergize in responding to and formulating solutions to various problems that exist today and in the future.
Senior Manager Relations of PHI Farah Dewi, representing PHI, stated that PHI continues to support policies and efforts to accelerate the licensing process by the central and local governments so that oil and gas operations can be carried out effectively, efficiently, obediently, and performed superiorly. "We realize the importance of collaboration with SKK Migas and other PSCs in North Kalimantan, and our participation in this FGD is a form of our support to the government to achieve the target of 1 million barrels per day by 2030." The Goddess said.
The speaker in this FGD: the senior manager of the Skk Migas Land Dept., Farida, who explained the "Process of Utilizing Upstream Oil and Gas BMN"; Atr/BPN Ministerial Expert Arie Yuriwin, who explained the topic of "BMN Asset Structuring Regulation"; Directorate of State Wealth Policy Formulation, Ministry of Finance Tunggul Yunianto regarding "The Role and Policy of DGT in supporting the Acceleration of Upstream Oil and Gas BMN Asset Certification."
Then the Director of Government Land Regulation, Ministry of ATR / BPN I Made Daging explained about the Acceleration of Sertypication and Solving problems of State-Owned Assets in the Form of Upstream Oil and Gas Land; Head of PPBMN, Ministry of Energy and Mineral Resources Sumartono regarding "Securing Assets and Legality of BMN in the form of Land; and Directorate of State Wealth Management (Dit PKN) - DJKN of the Ministry of Finance Afwan regarding "Utilization of Upstream Oil and Gas State Assets Based on PMK 140 / PMK.06 / 2020".
The FGD is also attended by the Regional Secretary of Kaltara Province H Suriansyah, some Regency/City Secretaries, Sub-districts, Lurahs & Village-head who are in the operation area of Upstream Oil and Gas Business Activities in the North Kalimantan region. In his remarks, H. Suriansyah expressed his appreciation for the FGD implementation and hoped that get a solution to face the problems related to the Utilization and Handling of Upstream Oil and Gas BMN in the North Kalimantan region.
On a separate occasion, the Secretary General of the Ministry of Energy and Mineral Resources, Ego Syahrial, said that until the second semester of 2021, BMN in the form of land used in upstream oil and gas business activities reached 15,948 land plots with an area of around 630 million m2 with details of 70 million m2 certified, 230 million m2 in the certification process and 350 million m2 or more than 50% uncertified. Therefore, carrying out integrated BMN security to improve the governance of BMN Hulu Migas is important.
BMN security includes three aspects, administrative safety, physical security, and legal security. Administrative safeguards to organize efforts to secure BMN. Physical security to secure BMN prevents a decrease in the function of goods, a decrease in the number of goods, and the loss of goods. Legal safeguards to secure BMN by complementing and strengthening BMN's ownership status.
In this FGD, it has been agreed to form an integrated team to help resolve the issue of BMN Hulu Migas assets in Bunyu and Tarakan, which will conduct an inventory and identification of BMN Hulu Migas and the buildings on it. The results of the inventory will be reported to the Ministry of ATR/BPN, PPBMN of the Ministry of Energy and Mineral Resources, and DGT of the Ministry of Finance.
