Strengthening Compliance and Legal Risk Mitigation in the Upstream Oil and Gas Industry, PT Pertamina Hulu Indonesia Holds Legal Preventive Program

Balikpapan – PT Pertamina Hulu Indonesia (PHI) organized a Legal Preventive Program to enhance employees’ awareness and understanding of the importance of compliance and legal risk mitigation in the Company’s upstream oil and gas operations. The event, held on April 16, 2026, in Balikpapan, aimed to strengthen further PHI’s commitment to implementing the principles of good corporate governance (GCG), particularly legal compliance.

The program was organized by PHI’s Legal Counsel Function and featured two speakers: Fatahillah Akbar, a Criminal Law lecturer at Universitas Gadjah Mada, and Reggy Firmansyah, a legal practitioner at UMBRA Law Firm. The event was also attended by the General Managers of Zona 8, Zona 9, and Zona 10, Senior Manager Legal Counsel Ardhi Apriyanto, Manager Legal Counsel Litigation M. Reza Rifandi, as well as leaders of related technical functions within PHI–Regional 3 Kalimantan. Participants were actively engaged throughout the session.

In his opening remarks, Ardhi Apriyanto stated that the activity serves as one of the preventive measures to safeguard the sustainability of the Company’s operations in a professional and integrity-driven manner amid increasingly challenging social, political, and economic dynamics. “As part of the Legal Counsel Function, we are not only present when legal issues arise, but we also play a role in supporting the Company through strengthening governance and compliance across all functions within the Company,” he stated before more than 60 PHI employees attending the event.

The program emphasized the importance of a preventive approach to legal management, in line with Indonesia’s evolving legal system, which focuses not only on enforcement but also on prevention and corrective measures. Ardhi also reminded participants that legal compliance is an inseparable part of the Company’s business processes. Through this activity, all functions within the Company are expected to develop a shared understanding and integrate compliance considerations into the execution of their duties and responsibilities. These efforts are expected to support professional, regulation-compliant, and sustainable upstream oil and gas operations.

The speakers explained recent developments in national legal regulations, including updates to the Criminal Code (KUHP) and the Criminal Procedure Code (KUHAP), and their implications for businesses, particularly in the upstream oil and gas sector. These regulatory changes carry significant consequences for the Company in strengthening internal control systems, governance practices, and comprehensive legal risk management.

The implementation of GCG principles, which include transparency, accountability, responsibility, independence, and fairness, serves as the foundation for maintaining integrity and business sustainability. “We believe that the Company’s compliance, through its employees, with all applicable laws and regulations will support the sustainability of the Company’s oil and gas production, which is essential for national energy availability and resilience,” Ardhi concluded.
