Bandung– PT Pertamina Hulu Indonesia (PHI), through its subsidiaries PT Pertamina Hulu Mahakam (PHM) and PT Pertamina Hulu Sanga Sanga (PHSS), officially handed over Land Use Certificates (SHP) for State-Owned Upstream Oil and Gas Assets (BMN Hulu Migas) on November 21, 2024, in Bandung. This initiative underscores the company's dedication to supporting state asset security in compliance with regulations while ensuring the seamless operation of upstream oil and gas activities critical to Indonesia's energy supply.
Seven Land Use Certificates, covering an area of 465,140 m², were handed over during the event. Five SHPs, totaling 366,240 m², were allocated to PHM for pipelines located in the Senipah-Badak and Senipah-Handil Right of Way (ROW) areas. The remaining two SHPs, covering 98,900 m², were handed over to PHSS for drilling sites in the Semberah Field, Marangkayu District. These certificates, issued by the Land Office of Kutai Kartanegara Regency on behalf of the Government of the Republic of Indonesia c.q. The Ministry of Finance represents the highest legal title for land ownership. The certification process adheres to Government Regulation No. 35 of 2004 on Upstream Oil and Gas Activities and Ministry of Finance Regulation No. 140/PMK.06/2020 on Upstream Oil and Gas BMN Management.
In his remarks, PHI Senior Manager of Relations Handri Ramdhani highlighted the importance of securing BMN Hulu Migas assets to facilitate uninterrupted oil and gas operations. "We recognize the critical need to protect and secure BMN Hulu Migas assets, particularly land, through physical safeguards on-site and legal protections via certification. This ensures legal protection for land used for strategic infrastructure, such as pipelines and drilling locations, against potential community claims," he stated.
Handri further emphasized that this handover is part of an ongoing effort to certify all land assets managed by PHI. "PHM has certified 94% of its total land assets, while PHSS has achieved 7%. While we have made significant progress, completing the remaining certification targets requires continued cross-sector collaboration," he explained.
Deni Ahmad Hidayat, Head of the East Kalimantan Provincial Office of the National Land Agency, expressed his appreciation for the partnership. "Today's event reflects a strong commitment to the handover of State-Owned Land Use Certificates. This initiative supports the efficient organization and development of land asset utilization, aligning with the national vision of achieving self-reliance through energy independence," he remarked.
