Supporting State Asset Safeguarding, the PT Pertamina Hulu Indonesia Group Completes Certification of 572 Thousand Square Meters of Upstream Oil and Gas State-Owned Land

Surabaya – PT Pertamina Hulu Indonesia (PHI), through its subsidiaries and affiliates, namely PT Pertamina Hulu Mahakam (PHM), PT Pertamina Hulu Sanga Sanga (PHSS), and PT Pertamina EP Zona 9 Tanjung Field, has completed the administrative process and received Right-to-Use Certificates/Sertipikat Hak Pakai (SHP) for State-Owned Assets/Barang Milik Negara (BMN) in the upstream oil and gas sector in the form of land at several locations in East Kalimantan and South Kalimantan. The handover of the SHP documents for BMN land assets totaling more than 572 thousand square meters was carried out by the Land Offices of Kutai Kartanegara Regency and Tabalong Regency during an event held in Surabaya on December 16, 2025.

The completion of the SHP documentation process demonstrates the Company’s commitment to safeguarding state assets in accordance with prevailing regulations, while also supporting the smooth operation of upstream oil and gas activities to ensure energy availability and national energy security for Indonesia. In his remarks, PHI Senior Manager Relations, Handri Ramdhani, explained that the handover of these documents is part of an ongoing program to certify all land assets managed by PHI. “A total of 19 Right-to-Use Certificates were handed over in this activity, including certificates for oil and gas pipeline corridors and drilling locations. Safeguarding upstream oil and gas BMN land assets is very important to support the smooth operation of oil and gas activities,” he stated.

The certificates handed over are registered in the name of the Government of the Republic of Indonesia c.q. The Ministry of Finance, which represents the highest and legally valid title to land ownership. The certification process was carried out in accordance with Government Regulation No. 35 of 2004 concerning Upstream Oil and Gas Business Activities and Ministry of Finance Regulation No. 140/PMK.06/2020 concerning the Management of Upstream Oil and Gas State-Owned Assets.

Meanwhile, the Head of the Subdirectorate for State Asset Policy Formulation/Kepala Subdit Perumusan Kebijakan Kekayaan Negara (PKKN) of the Directorate General of State Assets, Yoshua Wisnungkara, expressed his highest appreciation, particularly to PHI, PPBMN, SKK Migas, the Land Offices, and all parties involved who worked hard to complete the certification process so that the SHP documents could be officially handed over. He hoped that this good collaboration could be maintained and further strengthened in the future. “Hopefully, the certification process for BMN land of Production Sharing Contract Contractors or KKKS will not stop here, but will continue and become part of a sustainable effort to create professional, transparent BMN governance that is oriented toward the interests of the state and the welfare of the people,” said Yoshua.

The Head of the Regional Office of the National Land Agency of East Kalimantan Province, Deni Ahmad Hidayat, also expressed his appreciation for the collaboration established. “I highly appreciate the handover of the Right-to-Use Certificates for Upstream Oil and Gas State-Owned Assets. This handover is a strategic step in providing legal certainty for state assets, supporting accountable governance, and ensuring that land assets are utilized more optimally and sustainably,” he said. This certification effort is also in line with the Asta Cita of the President of the Republic of Indonesia, particularly regarding national energy security, through the professional and responsible management of state assets.
