Pertamina Hulu Indonesia Group Supports Strengthening the National Energy Security System in the Kalimantan Region

Balikpapan – Two subsidiaries of PT Pertamina Hulu Indonesia (PHI), namely PT Pertamina Hulu Kalimantan Timur (PHKT) and PT Pertamina Hulu Mahakam (PHM), together with Eni Muara Bakau B.V. (ENI), served as hosts for the Joint Readiness Exercise organized by SKK Migas for the Kalimantan–Sulawesi Region, held in Balikpapan, East Kalimantan, on 26–27 November 2025. The readiness exercise program, coordinated by SKK Migas for the Kalimantan–Sulawesi (Kalsul) Region, was attended by 13 Production Sharing Contract Contractors (KKKS) operating in Kalimantan and Sulawesi, totaling 80 participants.

The readiness exercise, with the theme “Stronger Synergy, Greater Collaboration,” was designed as a forum for information sharing and synergy. The activity was conducted as a strategic step to strengthen harmonization across companies, functions, and agencies in supporting upstream oil and gas operational preparedness for emergency response situations.

Representatives from the Directorate General of Sea Transportation (KPLP), the Water and Air Police Directorate of the East Kalimantan Regional Police (Ditpolairud Polda Kaltim), the Harbormaster and Port Authority Office (KSOP), the National Search and Rescue Agency (Basarnas), the Environmental Agency, as well as officials from SKK Migas Kalsul, were also in attendance. Participants engaged in discussions to align understanding so that decisions in emergencies could be executed quickly, in a measured manner, and in a coordinated way.

Head of Operations Department of SKK Migas Kalsul, Dedy Hidayat, emphasized a key message in emergency handling. “Sophisticated equipment will be meaningless without coordination; speed, clear communication, and collective readiness are the foundations that save lives,” he stated.

As participants, KKKS representatives received technical materials on incident management, crisis communication, command structure distribution, and cross-agency coordination practices using the Incident Command System (ICS) approach. The primary focus of the forum was a table-top drill designed to resemble real incidents in upstream oil and gas operations, involving both the Technical Team and the Communication Team. During the tabletop drill, the Technical Team was presented with projected field maps that changed color based on escalation levels and resource status changes. The Technical Team was required to make timely, measured decisions as incidents progressed. This activity ran in parallel with the Communication Team, which was simulated to face pressure scenarios from the media and policymakers (regulators).

Manager of Communication Relations & CID of PHI, Dony Indrawan, conveyed the Company’s belief that collaboration among all stakeholders, including SKK Migas, KKKS, local governments, and communities, is essential in maintaining the security and safety of upstream oil and gas operations as national vital objects to support the sustainability of national oil and gas production. “Collaboration among all stakeholders is crucial in safeguarding the security and safety of upstream oil and gas operations to support sustainable oil and gas production and national energy security,” he said.

Dony emphasized that the Joint Readiness Exercise Forum of SKK Migas – KKKS for the Kalsul Region this year serves as a platform to strengthen the national energy preparedness ecosystem continuously.
